I was watching a video and someone mentioned that the passenger side of the hood scoop on the Redeye is non-functional. Is that true?

On my 19 HCWB with the same hood, the passenger side scoop passage is partially blocked by black foam material. There is a hole that appears to be about 3/8" that does go through, for what that's worth.
I read somewhere that the engineers found that the air from the passenger side was causing turbulence with the air coming in from the drivers side, so they blocked off most of the air.

So its non-functional but if you want to pull the whole front off the car, you can remove two tiny screws (in picture by the white decal) and remove the cap. There is an electric harness back there that may get wet at 200mph in the rain.

Not if you put a deflector.

I found this to be the case with my Redeye also. Explanation makes since. Looks like the foam was a after thought to stop air or limit it very much.

As for the headlight hole, the engineers determined air coming through the hole lowered the air flow through all of the coolers and radiator.
The only way to benefit would be to duct it to the air box, then consider how much heat it would pick up getting there. Net loss.
