Miscellaneous Grounds Question

Reassembling a dash that I did not disassemble so I need some guidance. I have two grounds in the dash area that I need to land. The heavy ground is simple - that one is self defining...it goes on the metal dash frame...but the small wire ground is deceiving. Does this go on the Dash Frame or is it really a ground that need to be connected to a non grounded component? I cannot find this in any of the Chilton Manual wiring diagrams so I'm looking for someone that may have direct experience with this item.
